Evaluation Criteria
The award is intended to capture a wide spectrum of best practices in energy and resource management to drive the following values which represent the evaluation criteria
Creativity &
Innovation
In terms of demonstrated systems and processes influencing energy technologies and opportunities with potential for further development and transferability to others.
Energy
Efficiency
Representing reduction of specific energy consumption through general housekeeping measures, best practices, retrofitting inefficient equipment and new projects in the usage of energy.
Increase of Renewable Energy share in energy source portfolio
Use of renewable energy such as solar, wind, biomass, biogas and other cleaner energy sources and gradual reduction of dependence on non-renewable energy sources.
Economic, Social &
Environmental Impact
Potential to delivering significant benefits including improvements in quality of life, cutting greenhouse gas emissions and supporting sustainable energy, in addition, to building knowledge capacity and corporate social responsibility. This includes government legislation, policies and strategies that support the execution of programs and projects aligned with cleaner energy and sustainable development goals.

Large Energy
Project
(above USD 3.0 million in total capex)
- Executed project (above USD 3.0 Million in total Capex) intended to enhance energy management through conservation, optimization or retrofitting to achieve planned and measurable objectives and targets. This includes clean energy, water supply and treatment, renewable energy, financial mechanism, and policy development.
- The applicant shall demonstrate the executed project, technology, or methodology in delivering proven results.
Small Energy
Project
(below USD 3.0 million in total capex)
- Executed project (below USD 3.0 Million in total Capex) intended to enhance energy management through conservation, optimization or retrofitting to achieve planned and measurable objectives and targets. This includes clean energy, water supply and treatment, renewable energy, financial mechanism, and policy development.
- Applicant shall demonstrate the employed project, technology, or methodology in delivering proven results.
Energy Efficiency ‐
Public Sector
- Achievements accomplished in implementing effective measures in rationalization of power, water, and transportation fuel (i.e., electric and hybrid vehicles).
- Applicant shall demonstrate results to reduced energy consumption such as saving in water, electricity, fuel, chemicals and/or other resources.
Energy Efficiency ‐
Private Sector
- Achievements accomplished in implementing effective measures in rationalization of power, water, and transportation fuel (i.e., electric and hybrid vehicles).
- Applicant shall demonstrate results to reduced energy consumption such as saving in water, electricity, fuel, chemicals and/or other resources.
Circular
Economy
- Executed methodology which delivered a regenerative process to optimize resources and energy management applications. The process or project shall demonstrate that products or materials were designed, recovered, and re-used to extend their usage and economic value. This includes developed technology and product in the fields of clean energy, material manufacturing, water supply, water treatment, waste management, energy optimization, rationalization of water and electricity consumption, reduction of carbon footprint and relevant circularity disciplines.
Large Solar Energy
Project
(Distributed Generation >= 500 kW )
- Executed solar installations capacity equal to/or greater than 500kW.
- Applications in industrial, commercial, public & government buildings/facilities and residential buildings.
- Installations must be operational for a minimum period of 6 months and demonstrate continuous operation.
- Evaluation shall merit additional points for integrating storage capacity within the same location/facility.
- The added value of solar element in solving energy access challenges shall merit additional points in evaluation (e.g., Impact on community, neighborhood, particularly in areas where energy is scarce).
- Level of innovation in integrating solar energy within the building/facility structure (PV glass, Building-integrated photovoltaics (BIPV).
- Implementation of innovative financing schemes.
- Application of solar energy in productive uses other than power generation.
- Installation which provides net-zero energy for building energy requirement shall merit increased points in the scoring.
Small Solar Energy
Project

Education & Capacity Building
- Educational and awareness method or scheme with employed practices which resulted in measurable behavioral change towards energy conservation and demand reduction measures.
Applied Research & Product Development
- Executed product or applied methodology related to R&D work which delivered breakthrough technology or enhanced an existing process in energy management applications. This includes technology and product development in the fields of clean energy, water supply, water treatment, water desalination, waste, energy optimization, rationalization of water and electricity consumption, reduction of carbon footprint and relevant energy management disciplines.
Young Energy Professional
- Individual achievements relevant to energy management principles demonstrated by young professional (less than 35 years of age) in the above categories.
